The Federal Mine Safety and Health Act was signed
into law on November 9, 1977. The overall thrust of this law is to ensure that miners will be
effectively trained in matters affecting his/her health and safety, with the ultimate goal of
reducing the frequency and severity of injuries in the Nation’s mines.
Part 46 of the Act contains specific training requirements for miners working in sand, gravel,
surface stone, surface clay, or surface limestone mines. The Act specifically covers surface
mining operations recovering the following commodities: granite, sandstone, shale, kaolin,
marble, slate, taprock, and lime.
Part 48 of the Act mandates the specific training requirements for miners engaged in coal,
non-metal/metal, underground, surface, and surface areas of underground mines.
