Special Public NoticeSeptember 1, 2005In order to fully utilize the application review streamlining capabilities of our new electronic permitting process for Coastal Use Permits, it will be necessary to slightly modify some of our information requirements. Effective November 1, 2005, the Coastal Management Division (CMD) will require that the State Plane coordinates (X,Y; NAD 83 datum) of all nonresidential activities (as defined in the Louisiana Administrative Code, Part I, Chapter 7, 723.C.3) be included on the application plats. For consistency with the Office of Conservation (OC), application plats for oil and gas wells should show the State Plane coordinates based on the NAD 27 datum. While many companies routinely include those coordinates now, it has not previously been a requirement. Note that this requirement is in addition to the need to submit latitude and longitude coordinates based on NAD 83 datum for all proposed projects (including oil and gas wells). Also starting November 1, 2005, the email address of the applicant (not just a permit agent working on behalf of the applicant) must also be included on all nonresidential applications. Should an applicant for a nonresidential activity not have an email address, a letter so stating and signed by the applicant must be included in the application packet. Please note, as all correspondence with the applicant will subsequently be via regular mail, this may significantly delay permit processing. Please note that the State Plane coordinates provided to OC must EXACTLY match those on the CMD approval letter. If there has been a change in location, applicants are encouraged to coordinate with CMD prior to submitting their drilling permit request to OC. |
