Online Reporting Notice to Payors:

Notice to Royalty Payors: Effective January 1, 2007, Act 519 of the 2006 Regular Legislative Session became law. Act 519 states in part, "A payor of royalty whose total monthly payment is fifty thousand dollars ($50,000.00) or more shall pay the royalty payment by electronic wire transfer". Any royalty payments totaling $50,000.00 that are made by check will be returned to the payor. Furthermore, a company may be subject to a late payment penalty if their payment is not received via electronic wire transfer by the monthly payment deadline. Notice to Bidders: Parties desiring to nominate or bid on State owned acreage for leasing (whether mineral lease, storage lease or wind lease) are required to submit acreage descriptions (dxf.file, word.doc file and pdf.file) on a DVD or CD rather than a diskette.

ANNUAL REGISTRATION:  Registration with the Office of Mineral Resources (OMR) must be completed by January 31, 2011.  All registrants, including new registrations and renewals, must submit the registration form and any necessary attachments by this date in order to conduct business with OMR in the following year.  We are excited this year to offer a single registration system for all services provided by OMR, in contrast to past years when multiple registrations were required.  By timely submitting this one form, your company will be able to participate freely in all aspects of the leasing process.

WHO MUST REGISTER:  Registration with OMR is required for the following:

  • To submit an application to nominate State-owned lands or waterbottoms for mineral or wind leasing;
  • To submit a bid for a mineral or wind lease;
  • To apply for an exclusive geophysical agreement;
  • To obtain a working interest in a state mineral lease by assignment, sublease, or other conveyance.

ANY PARTY SEEKING TO NOMINATE STATE ACREAGE OR ACREAGE BELONGING TO THE DEPARTMENT OF WILDLIFE AND FISHERIES WITHIN THE BOUNDARIES OF THE ATCHAFALAYA BASIN AREA SHALL NOT NOMINATE TRACTS WHICH INCLUDE ACREAGE BOTH WITHIN AND OUTSIDE OF THE ATCHAFALAYA BASIN BUT SHALL LIMIT NOMINATIONS TO TRACTS EITHER WHOLLY WITHIN OR WHOLLY OUTSIDE OF THE ATCHAFALAYA BASIN AREA.

Criteria for Waiver of Liquidated Damages for the Late Release of a State Mineral LeaseAdobe Acrobat Portable Document Format (PDF)

 

  • Act 481 authorizes the State Mineral Board and the Secretary of the Department of Natural Resources to lease state lands and water bottoms for the exploration, development, or production of wind energy. The Secretary shall evaluate whether the lands proposed for lease best support the exploration, development, or production of energy from wind. In evaluating the proposed lease, the Secretary shall consider the following factors:
    • capability of the lease proposal to fulfill the intent of the legislation,
    • the environmental impact of the placement of wind turbines and other equipment necessary for the exploration, development, or production of energy from wind,
    • the impact of the proposed lease on any other leases, including leases for the exploration or production of subsurface minerals,
    • and any other factors which the Secretary deems appropriate.
