How to Nominate a Tract of Land for State or State Agency Mineral Lease

The basic procedures for nominating a tract of land for stateAdobe Acrobat (PDF) or state agencyAdobe Acrobat (PDF) mineral lease are set forth below. For comprehensive requirements, please refer to the Leasing Manual.

Basic Procedures for Submitting Nominations by Mail or by Hand
  1. Register with the Office of Mineral Resources by submitting a completed Registration FormAdobe Acrobat (PDF).
  2. Check the official State Mineral Board Schedule to select the State Mineral Lease Sale for which you want to nominate the tract and confirm the mineral lease application deadline for the selected sale.
  3. Determine which category [for additional information on determining category, refer to the Leasing Manual] the tract falls under and comply with any special category requirements.
  4. Check the nomination procedures [for additional information on procedures, refer to the Leasing Manual] and restrictions [for additional information on restrictions, refer to the Leasing Manual]and prepare a Nomination Packet that includes the following:
    1. Letter of ApplicationAdobe Acrobat (PDF) (paper only)
    2. Written Property Description (paper and Word file)
    3. Plat (paper and PDF)
    4. DXF File (if applicable)
    5. Nomination Diskette or CDROM (Written Property Description, Plat, and DXF)
    6. Category Documentation (if applicable)
    7. Title Documentation (if applicable)
    8. $400.00 Nomination Fee Payment
  5. Submit the Nomination Packet by the mineral lease application deadline published in the official State Mineral Board Schedule to the Office of Mineral Resources, Attention:  Leasing Section, 617 North Third Street, 8th Floor, Baton Rouge, Louisiana 70802. Staff will process the Nomination Packet for the State Mineral Lease Sale at which the tract will be up for bid.
Basic Procedures for Submitting Nominations Online

The online nominations process requires that you have the latest version of Adobe Reader. Click here to visit Adobe's site to install.

  1. Register with the Office of Mineral Resources if you have not already done so by submitting a completed Registration FormAdobe Acrobat (PDF). You must register once a year by January 31.
  2. Check the official State Mineral Board Schedule to select the State Mineral Lease Sale for which you want to nominate the tract and confirm the mineral lease application deadline for the selected sale.
  3. Determine which category [for additional information on determining category, refer to the Leasing Manual] the tract falls under and comply with any special category requirements.
  4. Check the nomination procedures [for additional information on procedures, refer to the Leasing Manual] and restrictions [for additional information on restrictions, refer to the Leasing Manual] and prepare your Nomination Packet, attaching the following:
    1. Letter of ApplicationAdobe Acrobat (PDF)
    2. Written Property Description
    3. Plat
    4. DXF File
    5. Category Documentation
    6. Title Documentation (if applicable)
  5. Submit the Nomination and attachments, as well as your $400 payment, electronically by the mineral lease application deadline published in the official State Mineral Board Schedule. Click here to submit your nominations, attachments and payment electronically.
