What is the Status of Net Metering in Louisiana?

Net Metering is a policy allowing utility customers with small, renewable generating facilities to sell their excess electricity back to the utility. When a customer's generating equipment is producing more electricity than is being used, the customer's meter will literally spin backwards, sending power back into the grid.

Net metering is the process where an individual or company has onsite generation and is connected to the electrical grid/utility. If the building uses more electricity than is being generated; power flows from the utility lines IN through the meter. If the onsite generation is producing more power than is being used, the extra power flows OUT to the grid through the same meter and the meter turns backwards. The customer is billed for the NET electricity used for the month.

The utility usually charges an extra fee to net metering customers to make up for lost profit.

The Louisiana Public Service Commission adopted rules to require utilities under their supervision to permit net metering in November 2005.

Pursuant to Act No. 653, the Commission has been directed to establish appropriate rates, terms, and conditions for net
energy metering. (Decided at Business and Executive Session held November 9, 2005)
OVERVIEW:
A. Background:
Pursuant to Act No. 653, the Louisiana Public Service Commission (“Commission”) was directed to establish net metering rules for the State of Louisiana. Net metering rules will allow those electric utility customers, who wish to install a net metering facility, to reduce their monthly bill by using electricity which is generated from solar, wind, hydroelectric, geothermal, or biomass resources.

No specific Net Metering charge has been set as of September 2006 by Entergy or Cleco.
No building has been connected under the net metering rules at this time.
