HERO Program Training Materials

The downloadable HERO Documentation needed for your Training Ratings is listed below.
  
The attached HERO Cover sheet may look different than those you may have seen in the past because it has been changed to reflect what it will be when the program changes.

Every line of an attached document requires an entry or N/A, if it is not applicable to that particular rating. You can submit John/Jane Doe W-9 forms available for download at http://www.irs.gov/pub/irs-pdf/fw9.pdf for the training ratings, since there will be no real participants for these training ratings.

Anything on the HERO Cover Sheet that references ES min. HVAC requirements must use Energy Star equipment listed in the Energy Star Minimum Requirements document attached below.

The HERO Manual explains what should be filled out on every line of every document, and who should fill it out.

Besides the HERO Operations manual, there are five attached documents that you will need to submit to DNR with every rating under the HERO Program. The Dummy Tax Letter attached below is not the actual one you will use when conducting actual HERO Program ratings but is attached so that you can go through the motion of having the homeowner read and understand what is in the letter as well as collect the homeowner’s signature. The homeowner must sign the tax letter as proof that they have read the explanation of the HERO Program and will know what to expect from the program. The rater must submit a signed and dated tax letter with every preliminary rating submitted under the HERO Program. You can John/Jane Doe these tax letters for the training ratings as well since there will be no real participants for these ratings.

 Many HERO documents are in the process of being updated to reflect the changes to the program. Only changes to the wording of a document will be made so the process will be the same after the changes.

Remember…Every home that participates in the HERO program will have two ratings conducted on that home.

Existing Homes
Preliminary Rating before any improvements are made
Final Rating after improvements are made

New Homes
Preliminary Rating from plans before the slab is poured
Final Rating on the home as constructed

Obviously on these HERO Training ratings you will be conducting ratings only on existing homes. You will submit the home as rated as a preliminary on that home. Your finals will be the preliminary rating that you submitted with improvements added to that preliminary which will increase the efficiency of that home by at least 30%.

Under HERO a rating must be submitted to DNR within 2 weeks of its completion. In reality there will be some lag time between a preliminary rating and the final rating for any home, so do not send any finals in with the preliminary for any of the training homes. When you send in a preliminary, please wait until you get back the critique of that rating before you send in the final for that home. Likewise, do not send in any additional preliminary or final ratings until you are critiqued on your previous rating to be sure that you are filling out the documentation correctly.

All of the building files for these training ratings, as well as actual HERO Program rating building files must be submitted in REMRate software. If you have a current Rating Provider that uses software other than REMRate contact our office to arrange a trial download of REMRate.

Remember – these HERO Training ratings are needed in order to familiarize you with the proper way to submit documentation for a program that awards a cash rebate to a resident of the state – if for some reason you are still having problems with the paperwork after the three training ratings, it may be necessary for you to conduct additional training ratings until you become familiar enough with the program and documentation to work in the program.

There will be HERO Certification Exams set up in the near future – you will be notified as to when and where.
